As you are aware the Covid 19 Pandemic has exacerbated our efforts to complete and open Carmen Hall and we believe now is an appropriate time to provide you with an update on progress and a timetable for the opening of the building.
Major works are now complete, other than external Court Yard works programmed around the Church’s own major works programme, and the main remaining tasks are primarily related to fitting out internal spaces e.g. kitchens, reception area, obtaining and installing furniture in the appropriate spaces, acquiring and installing appropriate storage for the Company’s artefacts, hanging pictures etc. This requires close co-ordination between the Company and external service providers to ensure that these are completed in sequence and to the agreed timelines. It is essential that the facilities for storing the Company’s effects match the insurance requirements. The Hall Management Committee are overseeing this work and are reliant on the availability of the appropriate supplies and contractors to complete the work.
Health & Safety, Safeguarding, equipment maintenance contracts and agreements are currently being progressed and negotiated and need to all be in place before the building is properly occupied.
Following Court approval, the process of recruiting a suitably qualified Beadle/Hall Manager is underway to support the Clerk and Deputy Clerk in managing the building and take the lead in generating income from the building’s facilities and progress on this initiative will be reported separately.
Based on the best information available and the amount of work yet to be completed it is our view that the building should not be fully occupied or used until the various tasks above are complete. It is therefore proposed that a target date of the 1 April 2022 as a soft target date for the Hall’s opening with the first formal event to take place in the Hall being the Court Meeting on the 20 April 2022.
